Progressive offers pet insurance policies through Pets Best and Companion Protect. Depending on which Progressive partner issues your policy, you can get accident-only coverage, accident-and-illness coverage, and optional wellness coverage for preventative care.
The coverage limits available also depend on the insurer. For example, Pets Best offers an unlimited coverage option, which can provide peace of mind in case your pet develops a chronic illness that requires ongoing care. Companion Protect’s coverage choices range from $5,000 to $20,000, so it’s more limited.

Learn more: Why a pet wellness plan is worth considering
Progressive pet insurance doesn’t cover curable or incurable preexisting conditions. Pets Best and Companion Protect won’t pay for treatment for conditions that developed before your pet was insured or during the waiting period.

Pets Best customers get access to a 24/7 vet helpline, where you can ask questions about your pet’s health, get training tips, and more.
Companion Protect doesn’t offer a 24/7 vet telehealth line.
Here are some pet expenses that are not covered by Progressive:
-
Spaying and neutering
-

-
Preexisting conditions
-
Injuries or conditions from intentional acts, such as dog fighting or racing
-
Neglect
-

-

-
Anal gland expression

Pets Best customers can increase or decrease coverage, with the following restrictions:
-
Increases: You can increase coverage only at the annual renewal time, such as moving from 70% to 80% coinsurance. However, increasing your annual limit will require canceling the policy and buying a new one. This will reset the waiting periods and the preexisting coverage exclusions.
-
Decreases: You can decrease your Pets Best coverage at any time, such as lowering your annual limit or going from 80% to 70% coinsurance.
According to a Companion Protect CARE team agent, adjusting your coverage in any way will result in a cancellation of your current policy. You must enroll in a new plan and the policy will be underwritten with the coverage changes. Enrolling in a new policy will also reset your deductible.
We found Pets Best’s costs to be competitive, especially for its unlimited policy. In our review of the best pet insurance companies, Pets Best took the top spot in large part because of its competitive rates.
Learn more: How much does pet insurance cost?
Progressive’s Pets Best and Companion Protect plans both have pretty good rates for a policy with $5,000 in annual coverage. In the table below, you can see the average monthly rates from Pets Best, Companion Protect, and some of its competitors.
For unlimited annual coverage, Progressive’s Pets Best policies are a bargain considering the coverage included. Companion Protect doesn’t offer plans with unlimited coverage. The table below shows the average premiums for unlimited coverage policies from some of the top pet insurers.

Yes. Progressive has a multi-pet discount if you enroll more than one pet. Keep in mind that each pet will need their own policy for coverage.
Pets Best can pay the vet directly as long as the vet signs a Veterinarian Reimbursement Form.
But under a Companion Protect plan, this isn’t an option. Instead, you pay the vet yourself and then submit a claim for reimbursement from Progressive. Make sure to include a copy of your invoice and any relevant medical records.

Here’s what to know about making pet insurance claims with Progressive:
-
Get your documents ready: Make sure you have a digital copy or photo of the invoice from your vet and any relevant medical notes or documents on hand. You’ll need to upload these as part of your claim.
-
Log into the online portal: Depending on the insurer, you’ll need to go to the Progressive Pet Insurance Customer Portal for Companion Protect or directly to Pets Best to file a claim.
-
Submit the forms: You’ll need to submit a completed claim form and copies of all paid invoices within 180 days from the treatment date. Pets Best may require complete medical records for the pet in order to process the claim.
-
Wait to get paid: Progressive states that most claims are reviewed and processed as quickly as possible, usually within a few days. You should receive your reimbursement through whichever payment method you chose when submitting your claim (or under a Pets Best plan, you can choose to have the vet paid directly).
Progressive gives customers six months from the date of the vet visit to submit a claim. When your dog or cat goes to the vet, you’ll submit a claim to the company that provides your policy.
Progressive doesn’t say exactly how long it takes to pay claims, but most claims are processed within a few days.
Although Progressive has a mobile app for insurance customers, it doesn’t currently allow for managing pet insurance policies. However, you can manage your policy, submit claims, and make payments digitally through Progressive’s online customer portal.
Progressive customers who have a Pets Best plan can use the Pets Best mobile app to access your pet’s coverage information, submit and view claims, receive reminders for payments, access the 24/7 telehealth line, and more.
Companion Protect doesn’t have a mobile app. You can manage your policy, submit claims, and make payments digitally through the online customer portal.
The availability of Progressive pet insurance depends on the partner company that provides your policy. Pets Best sells plans in all 50 states. Companion Protect plans are currently only available in 26 states, including AL, AR, AZ, CA, CO, DE, IA, IL, IN, KS, MI, MN, MS, NC, ND, NE, NM, NV, OH, OK, SD, TN, TX, WI, WV, and WY.

Tim Manni and Jamie Young edited this article.
We researched the coverage details and prices for 28 pet insurance plans. We then weighted categories, and each pet insurer was scored relative to the others to find the best pet insurance companies. Here are the factors we incorporated.
Coverage types: 40% of score. We examined the coverage provided by the base policy without the extra cost of add-ons. This encompassed coverage for alternative therapy, behavioral therapy, dental illness, euthanasia or end-of-life expenses, exotic pets, hereditary and congenital conditions, preexisting conditions, prescription food and supplements, veterinary exam fees, and advertising/reward for lost/stolen pets.
Average cost: 30% of score. We evaluated costs in five states for $5,000 and unlimited coverage for a mixed-breed dog (age 1), a French bulldog (age 5), and a Labrador retriever (age 8).
Unlimited coverage option: 10% of score. We gave points when pet insurers offered an unlimited annual limit (or a $100,000 limit), which gives pet owners the most robust financial protection possible in the event of a catastrophic pet medical issue.
Direct payments to the veterinarian: 5% of score. We gave points to pet insurers that state on their websites that they accommodate direct vet payments.
No special waiting periods for special conditions: 5% of score. We gave points when pet insurers have no waiting periods for special conditions, such as cruciate ligament conditions.
Routine wellness plan: 5% of score. Companies that offer a routine wellness plan in addition to pet insurance received points.
Multi-pet discount: 5% of score. We gave points when pet insurers offered a discount for insuring multiple pets.
